Maury Blackman

Maury Blackman

Maury serves as President and CEO of Premise. He has over 20 years of experience leading mission driven, high growth technology companies.

Prior to Premise, Maury served as President and CEO of Accela, a global government technology company. Under his leadership Accela raised over $300M in financing, achieved triple digit valuation growth, and grew the company’s account base from 300 to 2500+ governments around the world.

In 2016, Ernst & Young named Maury 'Northern California’s Entrepreneur of the Year' – becoming the first civic tech entrepreneur to win the award. In 2015 he was recognized by Government Technology magazine as one of its “Top 25 Doers, Dreamers, and Drivers”.

Maury holds a degree in Political Science from the University of Houston and was a commissioned field artillery officer in the United States Army. He is an eleven-time Ironman triathlon finisher and lives in San Francisco, California.


Ted Pardee

Ted Pardee

Ted oversees global sales and marketing efforts at Premise. With over 20 years of leadership and management success he has served in senior management positions at cloud solutions, IT Services, Managed Services, SaaS/ASP and traditional software deployment companies.

Prior to joining Premise, Ted was a member of Accela’s senior management team, contributing to its tremendous growth over a 5 year period in which revenue grew from $60M to over $160M and during which the company received over $200M in private equity investment.

Ted is an alum of the University of Houston where he is a seasonal color commentator providing expert analysis of collegiate football games during seasonal radio and television broadcasts.

Raj Shah

President of the Rockefeller Foundation and Former Administrator of USAID

Dr. Raj Shah served as head of USAID from 2010 until 2015, leading a 10,000 person, $22 billion annual budget, and reporting directly to President Obama. Prior to joining USAID, he spent eight years working for the Bill & Melinda Gates Foundation on global health and infrastructure initiatives.
